L'area antistante il municipio era esterna all'abitato, attraversata dalla viabilità veicolare e utilizzata come parcheggio. I confini dell’area erano “chiusi e solidi” a nord, rappresentati da edilizia di vecchia espansione “fuori le mura”, e “aperti e liquidi” a sud, il mare che, a causa del dislivello con la piazza, potevano definirsi “fronti di orizzonte”. Le emergenze architettoniche erano rappresentate dalla torre antica e dall'accesso al centro storico, mentre Il traffico veicolare impediva la naturale continuità del vecchio centro storico con il mare. Occorreva lavorare per trasformare uno spazio anonimo, piatto e fuori scala in uno spazio aperto alla socialità e in equilibrio con la città storica.
L’organizzazione della nuova piazza si basa sui seguenti elementi progettuali: lo spostamento in posizione esterna del percorso veicolare che, ridotto e mimetizzato, origina verso mare una passeggiata lasciando all’interno un'area libera e fruibile in sicurezza; la valorizzazione della torre attraverso un’impostazione geometrica di assi e di centri che la eleva ad elemento generatore dell’impianto complessivo; l'abbassamento del livello della piazza per creare un effetto avvolgente; la sottolineatura dell’accesso al centro storico tramite la prosecuzione dell’orientamento, delle dimensioni e dei materiali della via storica e posizionando sull’incrocio del suo asse con quello della torre il centro ideale dell’intera organizzazione.
The area in front of the town hall was outside of the town, crossed by the vehicle traffic and used as a car park. The borders of the site were “closed and solid” on the north, represented by buildings of old expansion “outside the walls”, and “opened and liquid” on the south, sea fronts that could be called “horizon fronts” because of the difference of level between the square and the shore. Emergent elements were the old tower and the access to the historic centre, while the vehicular traffic stopped the natural continuity of the old  historical town center to the sea. The office had to work to transform an “external”, flat and disproportionate space to one open to social life and in balance with the old centre.
The organization of the new square is based on the following planning elements: the displacement of the road, reduced and camouflaged, in an outside position creating a sea side promenade and leaving inside a free area enjoyable in safety; the accentuation of the attractive character of the tower by a careful geometric planning of axes and centers that uses the tower as generating element of the whole system; the lowering of the square level to create an enveloping effect; the emphasis of the access to the historic centre continuing the orientation, dimensions and finishing materials of the historic street and positioning the ideal centre of the whole organisation on the crossing of its axis with the tower's one.
